Normally it is called flirting. Since she is in management you don't have to worry about her getting involved with you. She does not want to lose her job. You didn't say if you were new to the company or have been there awhile. You need to state your problem more clear so someone can see the whole picture to give you a decent answer. Since she is in management, just say good morning (if it's morning) or (good afternoon).
Stay professional. Perhaps she likes the tie or your suit you are wearing and just wanted to see it. She knows she can't be involved with you so don't worry about it. You are not being rude. Just do your job and do it well. Concentrate on your work and if you are dating, date someone outside of your company.
I've worked in corporate offices for over 26 years and I have met all sorts of people. Just stay professional and do your job.

I'm not very clear on the quesiton your asking. From what I can figure out, she looks at you and then glances at the floor when you catch her. She probably does this because she isn't sure if you saw her or not. About this getting involved stuff don't jump to this conclusion. You shouldn't say anything if your not interested, untill she speaks up.

When I look down it's either because I don't want to be caught looking, or I am feeling shy. Sometimes I do it to show respect to the so called social pecking order, it's done in deference.

If they kept staring, that would be improper social behavior. Just one quick glance is all that is necessary to show you they are interested. Then it's up to you. Just smile and move on, if you don't want to get involved.

She is probably curious about you...women are curious creatures...you might dress real well...you might smell good...and you might have style...being that she's your senior...catch her on some casual lets get some coffee or a drink after work.

its a defense mechanism. Afraid to look you in the eye, and give you the chance to look into hers. Its looking into the soul, kind of a "forbidden" thing. Confront this person, and state your case.
