Of the items listed in the question, which ones are legal to carry and which ones aren't. Do you need any type of identification/certification for any of them? Are there any restrictions as to the strength of any of these items?

For those looking at the NJ Statutes:

Please explain how the law tells of these items' illegality with a reference to the actual statute. The "definition" of a weapon does not apply as an answer.

Stun gun and taser are illegal (except for federal officers).

Aside from possibly the Pepper Spray, I would not see a need for any civilian to carry any of the items you've listed... That said, Tasers and Stun Guns are prohibited for both civilians and law enforcement in New Jersey. Tear Gas is usually only sold to Law Enforcement and Corrections Departments, and only watered down Mace is available for civilians.

From New Jersey Permanent Statues Database:

2C:39-1. Definitions:

"Weapon" means anything readily capable of lethal use or of inflicting serious bodily injury. The term includes, but is not limited to, all (1) firearms, even though not loaded or lacking a clip or other component to render them immediately operable; (2) components which can be readily assembled into a weapon; (3) gravity knives, switchblade knives, daggers, dirks, stilettos, or other dangerous knives, billies, blackjacks, bludgeons, metal knuckles, sandclubs, slingshots, cesti or similar leather bands studded with metal filings or razor blades imbedded in wood; and (4) STUN GUNS; and any weapon or other device which projects, releases, or emits TEAR GAS or any other substance intended to produce temporary physical discomfort or permanent injury through being vaporized or otherwise dispensed in the air. "Stun gun" means any weapon or other device which emits an electrical charge or current intended to temporarily or permanently disable a person."

My reading of all this is that they are not allowed. I.e., they are illegal. Check the link for further information or to see it all in context to make your own decision.
2C:39-2. Presumptions
a. Possession of firearms, weapons, destructive devices, silencers, or explosives in a vehicle. When a firearm, weapon, destructive device, silencer, or explosive described in this chapter is found in a vehicle, it is presumed to be in the possession of the occupant if there is but one. If there is more than one occupant in the vehicle, it shall be presumed to be in the possession of all.

2C:39-3. Prohibited WEAPONS and devices
h.Stun guns. Any person who knowingly has in his possession any stun gun is guilty of a crime of the fourth degree

i think they are all legal to carry, that is, anything you can purchase legally ...i doubt you can purchase tear gas... the question i think is when you can use the things legally
