Rubber ducks
Snuggly socks for bedtime
chocolate pennies (with supervision)
colouring stuff (crayons and pad)
Little McDonald's toys of her fave characters (charity shops are great for these)
A big balloon
A nice little purse
little books
knickers (for when she starts the training)
This is the kind of stuff I got my girl when she was 2 :-)

My niece is turning 2 around Christmas as well. She loves stuffed toys and dolls, so I will probably put a little stuffed care bear in her stocking, or books. They have a lot of smaller carboard books that would fit in one and they are inexpensive. Kids love them. My niece also likes bath toys. I just got her the cutest pair of bunny slippers at Target too, and her mom says she loves them and wears them all the time. That would be a fun gift.

If she has any hair yet, maybe some hairclips... fisher-price makes some smaller toys that are magnetic (you stick them low on the fridge so she can play while youre cooking) theyre small enough for a stocking. Maybe a sleepytime music CD? Beenie babies would work great also! Socks and maybe some big girl underwear or tub toys....
Big lots & the dollar stores are great for stocking stuffers!

Your planning well ahead, good on you, now the fillers, a DVD Balamory perhaps, some chalk (easy to remove from walls), bubble bath (cartoon design one), And rubber ducks, a cartoon (or her favourite character) plate, bowl, and cup set. Or why not try eBay to have a good look at what’s on offer you never know what will get your attention.
Good luck

crayons, little tubs of playdough, the Fisher Price "Little People", music toys like shakers and maraccas.
just make sure they are all safe for her age and don't pose a choking hazard risk.
