i mean to say if he/she will be without a recedent permmit of particular country.{kuwait}

The local coroner, your consulate, and a travel agent may all have to be consulted, but it can be done. Much easier if you have the body cremated first.

A residency permit is not necessary. Since the person is deceased, local authorities will usually overlook any irregularities of their visit. After all, there are only three possible penalities for an immigration violation: deportation, imprisonment, and (extreme) death sentence. I don't believe your deceased relative would argue with any of those.
