Sounds like these dogs have some serious behavioural issues the result of which is peeing in the house. How is your relationship with them otherwise? Do they recognize you as the boss in the house or do they run your life? How old are these dogs? Do they have run of the house and pee everywhere when no one is home?

I think for now these dogs have to be confined to crates at night and when no one's home. When you are home, keep them in the room with you so you can keep an eye on them. If they look restless, go outside with them, say "go pee" and as soon as the dog pees, give lots and lots of praise, then come right back in. This way the dog learns to differentiate between play time and potty time outside.

Dogs learn very quickly with lots of positive reinforcement combined with not giving them the chance to make a mistake. These dogs sound like they're just generally out of control and could probably also use some obedience work to reinforce to them who is in charge. You can work with them at home, keep the lessons short and fun, be patient and consistent and I'm sure you can turn them around.

I'm assuming that they are males.... Male dogs, fixed or not fixed(less common thought) like to play the take turns peeing on stuff game. Dogs are pack animals and you should by now which one is the boss out of the 2, if the lower ranking dog marks(pee) on something the lead dog will remark that spot, so others know it's his house. The peeing in the house does sound like they are not fixed, which makes the urge to mark much stronger. So I suggest having them both fixed, get rid of anything they have peed on(urine is almost impossiable to get rid of) and buy them each a crate. When ever they are in the house they should be crated or supervised.

The first thing to do is restrict their water intake to meal times (twice a day), and give them their meals and water at the same time every day. This helps to get their little bladders on a normal "schedule". ((Be careful not to allow them to get dehydrated, however.))

Dogs live "in the moment", so it doesn't do you any good to scold them for going potty in the house, if they did that 10 minutes ago. You have to catch them in the act and give them direction at the moment the misbehavior occurs.

Never hit, yell at, swat or otherwise persecute your dogs for pottying in the house. This does nothing but make them afraid of you (and they'll start to be more "secretive" about messing indoors.)

Remember that dogs usually have to pee about 10 minutes after every meal, when they wake up from their naps, and when they first get up in the morning. Take these opportunities to take them outside. Once they're out, stay with them until they potty, and then praise them a lot for being good dogs.

Indoors, you're going to have to watch them diligently for about 2 or 3 days. Whenever you see them trying to potty inside the house, tell them calmly but firmly, "no, potty outside", and take them outside. If they go potty outside, again, give them lots of praise. If you're consistent, they'll get the idea in just a few days.

Be consistent, and give them calm, firm, confident leadership. They'll come around in a few days.

Put them in a crate and start over with house breaking. Clean everything with odor remover.

Only let them out of the crate when supervised and take outside often until they learn where they are suppose to go.

They are probably both males, I have never seen any male dog that wouldn't hike that leg and pee on any thing outside or inside.
I had a Chihuahua it would pee on my husband pillow every time that door was open.

Are they altered (spay/nutered)? This sounds like a marking behavior. Try crate training.
