How about - Happy Retirement or Best Wishes for Your Retirement
On my mom's we wrote - happy Freedom 55 - since she retired at 55 years old.
If you are getting the cake from a bakery they may also have some suggestions that they have been asked to put on other cakes.
Just keep it simple and sincere.

You can say something like " We will miss you .Thank you for your (What ever years you worked) and may God bless you . Happy Retirement) You can also get a cake with there picture on it , That would be cool . Have some kind of luncheon for her too , some food she like . Hop this helps :)

Should write "Congratulation's" or "All The Best", if you are'nt happy with these, just leave it with no word's and just decorate the edge and center with flower's. Hope your cake turn's out great, very nice of you to make something for the party, that always means a lot. Have Fun.

How about Congratualtions on your retirement, or Good Luck or Best Wishes or something like that. I think the Congrats is probably best.
