she has a green card valid for 10 years does that make her considered as a Lawful Permanet Resident of the States, not a US citizen?

Yes - she is a lawful permanent resident.

One reason I became a US citizen, because I was here for work (alone) and didn't trust W or his successor, NOT to change the rules about renewing green cards.

I also became a citizen, so I could vote (not that it did any good - hoping for more luck next time), and because I am never going back to the UK - I'm going to stay in Arizona, when I retire.

She is not a citizen, but I don't think she is a permanent resident either. She should apply for citizen ship if she plans on staying, then she will never have to worry about her green card expiring. I mean who knows what will happen in the 10 years and when it expires she may not be able to renew it. just a thought.

You are not technically a U.S. Citizen until you have fulfilled all the obligations of becoming a naturalized citizen - up to and including the public swearing of the oath.

So yes, she's just a Lawful Permanent Resident.

Yes. She could apply for citizenship if she so chose. And then she could sponsor you for immigration . . .
