I have one from Sharper Image but I see these machines in Walmart and they are a lot cheaper there.

Walmart and Target sell them at a lower price than Sharper Image. CC and BB also have them. Some good drug stores have them, also.
My best advice and what I use is a $10 (from Walmart) box fan. They make an acceptable noise which drowns ambient noise and they offer a nice breeze to go along with the noise.

A great, economical, white noise producer is a fan. Window fan, box fan, standard fan. They all make a peaceful noise that blocks out a lot, and as a bonus, they circulate air!

The best, chepaest white noise machine I know of is a good old fashioned box fan.

nothing works better than my roomate- when she starts, all other sounds are effectively drowned out. hear it enough times, and you LEARN how to block out any noise. LOL
