checking out another person is no big deal... by bringing it up you will just be causing strife where there is no trouble...

If they do more than just look then it would be time to speak up, not before...

Where is your unmarried sister with all this? Does she also think he has been checking her out? And what do you mean by checking out? Eyeballing? Making suggestive comments? (My brother-in-law is a real kidder and we can be crying from laughter but I would never ever think that it was anything more than that and neither would my sister -- or my husband!)
If your single sis agrees with you about your suspicions, I'd confront your brother-in-law with her and ask him what's up? He may actually be clueless! Either way, he'll be made aware of his behavior and then he can choose to change it -- or not.
I wouldn't involve his wife at all until it is absolutely necessary (like you think he's really trying to cheat on her). Even then, be prepared. Stuff like this is what starts family feuds which can last for decades!

Tell your sister that is his wife, and tell the sister who is the object of his 'checking out' and tell your parents too.

Of course, everybody will deny everything, but you will have accomplished something important. I hope that's enough to cure the slimeball, but stay vigilant. He'll look to retaliate in some way if he's a real cad, so make sure you tell your boyfriend/husband first to put him on guard.

I'd also stay way, way away from all of 'em.

if your noticing him checking the sister out wouldn't that mean your checking him out just tell his wife and your parents

Looking IS allowed. Trust that they are both restrained enough to stay away from each other.. alert the sister being checked out, and she can resolve it herself, if she sees something wrong with it. It could be just wondering eyes... harmless.

Listen god gave us eyes to see! As long as he isnt persuing his sister in law there isnt anything wrong with it. If it makes you uncomfortable tell him about it so he can curb his eyes from starring. Besides maybe she is really beautifull or reminds him of what his wife used to look like.

I would at least tell him what you saw and then tell him in a stern voice that he better watch his crap ....... cause you are onto him and HOMEY don't play that game!

probably nothing. if you tell the wife she may take it as more than wondering eyes and cause unneeded arguments and suspitions.
