Ok...lets assume OT god is the same as allah...then the question is more responsible, satan or god.?

Actually, it is the same sky fairy. Allah is the very same old jealous, petty, capricious, mass-murdering psychopathic diety of the Abrahamic death-cults of desert monotheism (Judaism, Christianity, Islam) that is described in the Old Testament... Yahweh... Jehovah... whatever.
Christians seem to think that around 2,000 years ago, this deity developed some kind of Multiple Personality Disorder (MPD), in which he manifested a hippie-like personality (Jesus... spent some time on earth... now can be eaten in the form of a cracker), and a Casper the Ghost-like character with pedophilic tendencies (suspected of having impregnated a 12 or 13 year-old virgin... and being venerated for it).
Moslems, however, do not share that belief; they see him as his same-old psychopathic self, essentially unchanged since his old-testament days... except that he seems to have updated his reward system about 1,500 years ago, when he started handing over virgins (in heaven) to be defiled by insane zealots, as a show of gratitude for them having carried out mass-murder and killing themselves in his name. (I think that's what happens to Catholic nuns, after they die. Where else would they find enough virgins?)
Sweet.
I find him very interesting to note that most Christians... including Christian preachers... haven't got the slightest clue about the historical roots of their own religion, let alone any other religion.

It is written in the Koran that Allah prefers the Jihadists do the killing for Him. To not think it strange that Allah would ask them to do it. For this is Allah's will. Islam is a religion that came after Christianity & the early church. It calls the Christian foudational confessions blasphemy.
Jesus never taught anyone to kill others. He came to save the world from sins. One of the sins to overcome is killing others. Jesus said to love God & others to fulfill the law & prophets. Those who hate their others have murder in their hearts & the love of God isn't in them.
Before Christ there was the law of sin & death. People were stoned to death for sins. Also, Israel took the land out of obedience to God & His promise to them. That was a specific time, place & purpose. God reveals Himself through Israel, God's firstborn delivered from Egypt. Through Sabbaths, the Law, the temple, the Holy of Holies, the prophets... Jesus fulfilled them.
Remember that God destroyed everyone almost at the flood because everything got so bad. God destroyed Soddom & Gamorra.
Israel took the land, but the LORD many times won the battle for them. In Islam, Allah wants the Muslim Jihadists to do the killing for Him.
In reality, satan & death is the one most responsible for everyones death, because after the first Adam messed up, all inherit the sin nature. The wages of sin is death.
But God the Creator is the one ultimately responsible since He created us to chose to obey or disobey Him.
