The *best* way to make flash animations is to use the original software formerly by Macromedia and now by Adobe - "Flash Professional"

However, its not that easy for a beginner. There are plenty of cheap bits of software to be found at :

http://www.download.com

(including "Swish" which can have good but often varied results) that will churn out a Flash "swf" (flash file type), but none of them even touch on the versatility of the original software.

Your best bet for overall ease *and* versatility is to opt for Adobe's "Flash Basic" (formally known as Macromedia Flash Lite). Its a cut down version of Flash Professional that acts a bit like Powerpoint so its easy to use for the beginner. You can find it here: (there's a 30 day trial download if you want to test it)

http://www.adobe.com/products/flash/basic/

The added advantage of it is that if you eventually want to progress into more complex flash systems/animations, you will have the foundations of how the software works already.

Good luck!

I assume you mean storytelling animation, not web banners and animated ads? If you just want to make animated banners and ads, then Swish is what you want but it isn't free. For storytelling, well... not free, but it's cheap and very easy - it's called CrazyTalk Animator. And it has a generous free trial too, comes with loads of content, and there are lots of free video tutorials on YouTube. It can handle vector animations. You can make your own content using any vector drawing software like DrawPlus, CorelDraw etc, and just save as SWF Flash, then drag and drop it into CrazyTalk Animator. If you really need free, you're basically stuck with Pencil, but it hasn't been updated for years now.
