Usually, the only thing preventing people from joining up is educational, mental, or physical deficiency. Age is yet another factor, as is criminal record. Beyond that, most people can join up as they choose.
People join the armed forces for many reason. The main reason these days, is they wish to be part of the solution in destroying their country's enemies.
In the US today, the military complex has been successful in maintaining a volunteer army, without the need for a draft. This says a lot about young Americans and their believe ability in the president and his agenda regarding his administrations desire to destroy the enemies of the US.

Many Americans have debt...and it is really not that you have debt that is a problem. Are you delinquent on your debt? Do you have bed credit? Have you been to collections or have wage garnishments? Are you facing foreclosures, repossessions, or bankruptcy? As long as you have good credit and are paying your debt as agreed and not behind then you have nothing to worry about. Other things is that will keep you out would be a criminal record, especially for assaults and domestic violence. These types of crimes prevent you from carrying a fire arm and you can't be in the military if you can't carry a weapon. Some types of fraud will keep you from joining especially fraud against the government. Drug crimes and DUIs can sometimes get a waiver. You can not be on parole or probation at the time you enlist. You can get a waiver for most misdemeanor stuff and traffic offenses. All of it is case by case. Also if you are a single parent you can not join if you have sole custody. You can't join if you don't have a high school diploma or GED. You can not be a member of the communist party.

There are differant reasons people do not join the military, some are criminal records, medical reasons, don't make weight, fear which is the biggest, lack of support the government (gov in general not just bush admin),in drugs big time, does not want to follow the orders given, or that they have a better job, college, or they could be happy where they are and don't want to leave their lives behind. There is any number of reasons that people do not join the military.
The same goes for enlisting (which I'm actually guessing you mean joining all together, enlisting means to join and not have the rank of the officer) there are a number of reasons including, honor, patriotism, family tradition, believe it's right thing to do, to get out of a bad situation such as living in ghettos/poorest of poor situations, college money, to travel, or even to fight in a war that they feel was just.

If you meet all military requirements then nothing is preventing people from joining. I am getting out of the Air Force as of 01 Oct and I do not regret my time in service.
Talking with people in, most people have joined the military because they want the benefits and the professional training. You get to work with some of the most current technology and the training you obtain is recognized by civilian job community. In fact I work on electronics and have many job offers that do not pertain to my past military experience. Recruiters for companies are looking for prior military personnel and actively recruit Veterans. So if you join the military to make it a career or to just get some of the best training there is, you will not lose.

I didn't join because I couldn't meet enlistment standards. One big rule is that you can't be on any prescription medication for psychological reasons. I have ADD and anxiety. On medicine I'm completely normal but I have to have the meds. The rule is if you can come off the meds for a year and have a doctor sign off on you, then you can enlist, there is no way I can. It basically sucked because I really wanted to serve my country. What did I do? I married into it. A few other rules I can think of that might stop people is the don't ask don't tell (which I do support BTW), the mandatory random drug testing, the high school diploma, and the criminal background check. Good recruiters can get you around the last three or find programs to get you through so you can still be eligible. Though anyone with a felony conviction is of course a no go. As for the reason anyone would enlist; I don't really know. The way I was going to go was to get my degree and go in as a commissioned officer in either the Army or Air Force. I guess they enlist for the college money and to get away from home. I'm letting my hubby re-enlist because it's a steady job with good medical insurance. We can't live without Tricare.

What prevents people?
1. Scared of getting shot.
2. Scared of getting shot and surviving.
3. Scared of not getting shot then being treated like crap like it happened with troops returning from Vietnam tours of duty.
4. Discipline.
5. Yielding to authority.
6. Poor pay.
7. Politics.
8. Word-of-mouth from current and former military they know.
9. Pacifism.
10. Homosexuality (not because being gay stops you from fighting, but because once you are known to be gay they'll kick you out).
Why people join the military?
1. Service to the country.
2. Family traditions.
3. Politics.
4. Long-term career planning (you want to be a politician along conservative lines, you want to make sure you can claim you served in the military, voters like that).
5. Experience. Technical experience gained in the military is very valued by civilian employers.
6. Vengeance.
7. Mental illness (some people actually join because they want to kill people).
8. Socioeconomic. It's either enlist, sling drugs or work fast food.
9. Social aspects, many people actually enjoy being part of an organized group with strict authority roles and hard defined goals.
Why did I enlist? I finished college, had no money, no prospect of a job.
What did I get out of the service? More than what I put into it. The Army took my youth, half of my mental sanity (college and my wife took the other half) and my rotator cuffs.
I took from the Army priceless experience and training. Real world leadership training and experience. A network of contacts that will last my life. The satisfaction that I served my country. $25,000 of no-strings-attached cash for college (even if I had my bachelor's degree). A Veteran's Administration certificate that let me purchase my first home without a down payment. Hiring preference if I ever want to work for the federal government again.

What is preventing many from joining are several fold. One they are selfish and only care about #1. Some are cowards. Some just aren't cut out for it.
Why do people join? Because they love this country and are willing to die for it. But some only to get a free education out of the government. The second ones are the ones complaining now when they have to serve in battle conditions. They just wanted the education and all the frills that go with joining but really didn't want to serve.

The military is meeting or exceeding its recruitment numbers so you must be working off of very old news. People join the military for many many reasons. I wanted training, and the skills to keep me independent. I have both.

lol the other day I looked into one of the branches of the military, the coast guard, they discriminate by age and by dependants
can't have more than 2
but other branches differ
the Marines prefer you are not married
why do people do it? one reason nothing locally compares to salary or benefits, college or sense of duty
some do it as jail sentences say to avert punishment some will send to minimum 2 years military duty
some do it as re-enlistment can't find or don't want outside job that can't compete with benies or won't give free housing, food etc
it's rather personal but those are popular reasons
maybe you meant:
what is preventing war hawks who are eligible from joining who are pro war but won't dare serve country?
