how do i send a 1st birthday wish over the news?

Some stations where I live do that but not all so just find the station and email them or look up their phone number and talk to them about it.

you could call one of the NY news stations, I THINK
it's # 3 they post up messages on the yahoo board
in Time Square & show the message while talking to the person who posted it via phone.
