It is understandable that there is apprehension in some communities. Certain areas a run by these gangsters, and at times the Police are completely indifferent, It is pointless confronting these people unless you want to get stabbed or shot. It is difficult but if everyone reported these people then eventually something might get done. The main problem, as far as I"m concerned is that the authorities don"t seem to do anything about the problem. We want a Zero tolerance. Put up taxes, build more prisons and lock the bastards away for a long long time

Obviously, like me, you don't live in an area controlled by thugs.
Gansters know where you live and if you testify against them, you and your family will be at risk. They can attack at any time and law enforcement cannot stand by 24/7.
Typically, gangsters controll areas of low income. Therefore most of the witnesses to their crimes are either intoxicated, strung-out, or committing their own crimes. The few witnesses that are actually decent people know that their entire family will be at risk of assault, rape, and/or death. It is much more difficult to risk your wife's life or your child's life than it is to risk your own.
Law enforcement officers know who the gangsters are. It is just extremely difficult to prove in court. AND, if it can be proved, the judge may or may not send them away. AND, if he does, the STATE can put the subject on parole, probation, or just let them out because of overcrowding.
If it is to change, the city must put pressure on the city officials to move gangsters out. This can be done, but the entire city must want it. Then, the city council must pass a ordinance that every household (unless owner is a felon) must own a firearm (a provision can be made for conscienceous objectors).
Then, institute a motto of "not in MY town". Law enforcement can then tell those involved in gangs to move to another town. And if they don't, they harass them every time they see them until they either put them away or they move.
These two principles have worked separetly, one in a suburb of Atlanta, GA and the other in North or South Carolina.

I think you should inform on gangsters, don't go out of your way to get in their face though, you are only one person
If everyone lets gangsters rule it will not be a good world

I'll inform on them. They belong in prison. Ever been to jail? Do you notice how many "people of color" live there? They are the reason we have jails. I say inform on any thugs in your neighborhood.

Terrorize their a$$es before they do you. They have guns, get bigger ones. They have dogs, get meaner ones. They step into your yard, kill them. They are mainly cowards and run in packs. If they do something to you, hunt them down one-by-one and kill them.
