after formatting the PC this problem has started.scrolling through mouse or with up down arrow is not smooth.

Just check if any cd comes with system's motherboard. use that cd to install video/graphics driver. Locate the setup file depending on the Operation system that you are using.
If you don't find any cd, just check your system's motherboard brand and search for the video/graphics driver for the same on the company site or use google to find the same..
Installing the graphics driver should solve your problem..

If using the old fashioned mouse with a ball underneath...try "oiling" it..I dont guarantee it will work...but I have no other "solution" for your problem.

You need to install your video card drivers.
