I can only set my hair when they are wet, once they get dried they comes straight to my forhead and it looks quite rought, it gives me a dull look. I used to set them with hair gel but even them they dont get set... tell me what should I do.

Maybe you should cut it off. Or before you do that when you go to sleep at night comb your hair in a low one and tie it with a silk scraf.
Do that untill you are satisfied with the look that you are receiving.

try different things with you hair. try different types of gels and sprays and what-not. and maybe you should go get your hair cut.
