no you cant. you can't even if you have all that information it is illegal. that's like going to the dmv to get your id or driver's licence and pretending to be someone else. people have tried this and now (here where i am) they mail you you're first id/drivers' licence. that way if someone was impersonating you they can come in and prove their identity and they will notify the proper authorities. even if you could do it, it would still not change. it would still be wrong.

You may be able to get his address by doing a reverse number search at whitepages.com. However if this is a cell # it won't work.
