I went to my nearest Inland Revenue office in June, and with an advisor filled in my Tax Return forms to be sent of. He told me it could take up to 8weeks, but it has now been 12weeks, and I have recieved no letters from IRS to tell me if my claim's gone through or not. Can I assume that the matter is closed, and leave it at that, or should I start phoning them, and checking what's happening.

I'm really hoping I dont need to phone them.
Had to call them last year on a 0845 number. It took forever, and cost me a fortune.

You phone and bombard them with emails at least twice a week. The IRS is quick to pounce when you owe them money, but so slow in paying out....and while it's sitting on their desk,it could be sitting in your account, gaining interest

Did you get a letter from Inland Revenue telling you who the responsible officer is for your filing? If so, that would be a good person to start.

If you have the name of the person you spoke to write him. Writing a letter is sometime better than phone calls, because you have a record of your communication.

I think that u should contact them and see what the problem is. they could have well lost some papers even though u went to the office. They could have your address wrong in the system also. Go check and see whats going on
