When will this kind of immigration open ? i would like to have this immigration but i dont know when this will open and whats the procedure.

You're misinformed ... Spain in particular, but even Italy, are tightening up their immigration laws ... Spain will deport any illegal outside the EU as quickly as they set eyes on them ... you may be thinking of immigration from other EU countries, which indeed is lawful in the whole of the EU area ... in other words, if you're Spanish, you can go and live and work in Germany freely, etc., etc. For anyone outside the EU area, it's a different kettle of fish though ....
