Most of Texas is Central Time, West Texas is Mountain time.
Not all of Texas may be on Daylight time but generally most of Texas is. It's still a county by county thing in some places.
That would mean in West Texas CA is 11 am and the rest of Texas CA is 10 am
By 12 PM I assume you mean 12 Noon!
12 Midnight is generally considerd 12 AM.
I THINK Lubbock might be in West Texas, not exactly sure.

What part of Texas? They have central and mountain time zones there so if you consider from west to east , Pacific, Mountain, central and Eastern it's either 10 or 11am.
