The cerebral cortex is the layer of the brain often referred to as gray matter. The cortex is gray because nerves in this area lack the insulation that makes most other parts of the brain appear to be white. It covers the outer portion (1.5mm to 5mm) of the cerebrum and cerebellum.

The outer layer of the brain, consisting of nerve cells and the pathways that connect them. The cerebral cortex is the part of the brain in which thought processes take place. In Alzheimer’s disease, nerve cells in the cerebral cortex degenerate and die.

I heavily doubt all and sundry "got here upon" it. it fairly is the term for the outer layer of the recommendations, the grey rely. the reason no-one "got here upon" it fairly is simply by fact no-one, in addition, "got here upon" the guts.
