I cried when a Korean told me a story about a time when some North Koreans and some South Koreans met and shook each other's hands to let all of them feel that they are Koreans as one race no matter what. That was too touching and I cried that I could still cry anytime I remember the scene I was able to take a picture of in my mind...
I am not a Korean though...

The only time I can think that I cried for another and not for my own selfish reasons was when I lost my daughter.
We cry over our loved ones because WE will miss them.
We cry for a child because that child's life was cut short. There are so many things that child will never experience or know.
That's my opinion, at least.
EDIT: Now that I think about it, I cried like a baby over Steve Irwin's death. And Hurricane Katrina. And over 9/11. And when I saw the pictures of the dead Lebanese children just a few weeks ago.
My daughter was just the first thing to pop into my mind when I read your question.

I do not normally show emotions, not anger or annoyance or when I'm insulted or disrespected. I keep a stoic demeanor. However, I could not help but shed tears on two occasions a couple of years ago, seeing my best friend of 43 years crying when his very dear and very kind elderly mother passed away, and about a month and half later, his dad who was in a nursing home with full-blown Alzheimer's Disease passed away. Seeing my friend suffer made me want to suffer FOR him; he's such a kind and caring, and considerate human being, a great father and husband to his family, a fantastic grandfather and the best friend anyone can have.
In the privacy of my home, I also shed a few tears when I heard that Christopher Reeve had passed away. I honestly expected to see the day when he would walk again.
I get very emotional whenever I hear of innocent PEOPLE, regardless of religion or race or ethnic background suffering, being tortured, starved, malnutrition, suffering, being murdered ... I am saddened to the point that it affects my health, but moreso when it involves children, women and the elderly. I am saddened every single day when I hear of what's going on between Lebanon and Israel, in Iraq, Afghanistan, Africa... meanwhile, there are those making huge profits from the suffering that is being perpetrated for the greed of power, money and religious strife, political and religious demagogues and super-rich corporations! It happens here in the USA, amidst the opulence of the super-rich and powerful, here in the supposed most powerful and richest nation in the world... and no one gives a flying fart over all the suffering. Case in point, the effects of Hurrican Katrina in Louisiana!
Meanwhile, the religious leaders are living carefree lives in their most comfortable homes, eating well, sleeping in their comfortable beds, eating and drinking... and the elected officials claim to care... but, what have they done? WHAT???

Princess Dianas death....9/11...Schindlers List film (cried for 3 days)....a documentary a couple of weeks ago re the WW2 Holocaust - Auswitch. It wasnt empathy or sympathy....pure horror and gut wrenching pain that the whole world was involved with something beyond comprehension. Loved ones left behind, the insanity, the pain, horror and grief of so many.....the sweet children being subjected to levels hurt and anguish no-one should suffer......the anger and futility of it all. Knowing that the heartbreak you feel right now was being felt by millions...and you cant hug any of them or do anything about it.

My 5 year old daughter had a blood test yesterday and hated it. She cried, and got so upset that I cried while I was holding her during it. I kept it so that she couldn't see my tears, and kept my voice reassuring, but it was hard! I hated to see her so upset!
And before that, I cried on 9/11/06 remembering 9/11/01. I lost my cousin in the WTC, and was only half mile from The Pentagon when the plane hit it. That is always a hard day for me.

I think the last time I broke down and cried was just after 9/11 when the numbness wore off. That, and I cried in "Passion of the Christ". I hate crying in public (or crying period).

Last night. I watched the Steve Irwin memorial. I haven't cried like that in a long time. He was such a good man. He must have been a good father too. His daughter is adorable and smart. She spoke like a 21 year old!!!! It was just so sad.

Cried this morning because my god-daughter needs a computer to finish her schooling for her bachelors and i don't have the money to help her out.she has just finished her A.S, degree and has two kids and works so hard after her and her husband divorced to maintain things and keep going. well when she stop by this morning she told me that my daughter who is her god-sister offered to buy the computer for her and let her pay her back at income tax time, well she was so happy and I felt really good that the girls i raised and who at times i thought would drive me crazy as teenagers are so thoughtful and helpful to one another, It really made me cry with joy today. I e-mailed my daughter to tell her how wonderful I think she is and caring to help someone out who is trying so hard, that's why I cried for someone else today.

A few days ago, when I saw the grandmother of the week-old baby that was stolen, pleading for her safe return.
I felt real joy when I heard she was back home.
