I only know about the world and it was a Chinese named Xie Qiuping on May 8, 2004, it was recorded as 18 feet long. No record of an American is listed.

Crystal Gayle ( the singer ) has hair down to her ankles. I'm not sure if anyone else has hair this long or not.
