i dont have an abundance of cash but i dont want sumthing that will fall apart easily. preferably park tool.

i do not have rim brakes so i cant just flip the bike over cuz i have disc brakes.

Park is the better tool but you can get cheeper ones like minora (spelling not right) Park does have a consumer model. check with diffrent bicycle shops for availabily of brands and models. Try e-bay good luck or try to make your own using an old fork and using brake shoes as a guide you will still need better luck.

You can buy a spoke wrench and use your brakes as liners if they are working properly. The cheapest truing stand you will find will probobly run 70 or so dollars. check www.danscomp.com or go to your local bike shop and have them order a parktool. I own a parktool and mounted it to a small piece of plywood so it is portable. It will last me forever.

I use an old fork in a vise. Colored chalk helps find the high and low spots and the wobble. If I wanted to get fancy a dial indicator and stand from Harbor Freight would do the trick.

JPGR has the cheapest truing stand. My favorite one also. Flip it over and use the brakes as guides.

I picked one up at Performance last year on sale for about $40. It was the spin doctor (store brand). It works fine.
