Call your local courthouse and ask as laws differ from state to state. You will most likely have t osend this person a registered/return receipt request letter for proof that you told them to come get their stuff.

TWO DIFFERENT QUESTIONS FOR SURE. THE PERSONAL PROPERTY LAWS ARE DIFFERENT IF THE PERSON WAS ON THE LEASE WITH YOU OR RENTED FROM YOU. TWO WORDS-DOCUMENT EVERYTHING! CALL THE TENANTS UNION IN YOUR TOWN AND AT LEAST ONE LAWYER REGARDING THE PROPERTY. ANY CORRESPONDENCE TO YOU EX-ROOMMATE SHOULD BE SENT REGISTERED WITH RETURN RECEIPT REQUESTED SO YOU KNOW THEY GOT IT AND YOU CAN PROVE IT. THE LAWYER MAY BE ABLE TO ANSWER THE QUESTION REGARDING THE PET AS WELL. IN MOST PLACES I'VE LIVED THE TIME FRAME OF ABANDONMENT WAS THE TIME THE LOCAL HUMANE SOCIETY USED TO PUT STRAYS UP FOR ADOPTION SO CALL THEM. REMEMBER THOUGH, BE SURE TO SEND A LETTER IN THE ABOVE MENTIONED FASHION. ALSO, MAKE A LIST AND TAKE PICTURES OF EVERYTHING THE ROOMMATE LEFT BEHIND, THAT WAY THEY CAN'T SAY THEY LEFT 200 CD'S WHEN THEY LEFT ONLY 2 FOR EXAMPLE. ALSO, I KNOW E-MAIL IS GREAT BUT COMPUTERS DO GO DOWN AND FILES GET CORRUPTED SO HAVE HARD COPY PROOF OF ALL CORESPONDENCE , LISTS ETC.. GOOD LUCK. I KNOW THIS IS A LONG ANSWER BUT FOLLOWING THIS ADVICE COULD PROTECT YOU FROM A LAWSUIT. GET IN TOUCH SOON WITH A LAWYER AND THE HUMANE SOCIETY ASAP.

I would call your local shelter or humane society and ask them. If you are not willing to care for this dog, then I would call. I am guessing that your former roommate has made no plans for her pup which is pathetic, so if it has been more than a few days, and you have not heard from the ex-roomie, call animal control or the humane society and ask them what is considered abandonment. I am sure your ex-roomie does not look at it as abandonment because you are there and she has presumed you will take care of the pup. Good luck...sorry your ex-roomie is sooo irresponsible
