If the dinner is at your house, invite who you like. If she has a problem with who you invite, tell her she is welcome to have a dinner at her house and invite who she likes. She will hear you.
Whether she responds or not doesn't matter.

Well, since you all have it at your home you all have the decision authority has to whom you want at your house key words "your house".
If she wants to be the boss she should have it at hers and she can delegate as much as she pleases. You were right to tell her that she may need to hear a couple of more times so that it sinks into her membrane...
Hosting a dinner whether for family or what is a lot of work so she is being lazy she can't be the queen bee in your hive continue to let her know your feelings and act on them as well; if you don't want something at your house but she does don't do it because you don't want it... Stick to your guns. She'll soon get the drift

At the next family dinner ask your sister when she would like to host the next family dinner - ask her what date and time works best for her. Maybe she's nervous about being a good host - especially when your brother and yourself are always hosting. Tell her you would be happy to come over before the dinner and help her set-up.
