The same way you make friends with anyone else. Invite them over for a cook-out. Take a small gift of a cake or cookies over to their house. Offer to watch their house when they go away. Just be neighborly.

learn a foreign language if possible. learn about your own roots and culture very well, so that you can talk to them intelligently and dispassionately. in the beginning they can be a little distrusting of you. remove all aggression in your body language and appear non threatening.

Be kind, honest, sincere and patient, much as you would with someone from your own country. A great icebreaker is to ask them about their home country, if they are new in your country, they'll likely have questions about yours.
