The ball can be sent over on the first hit. You are allowed three hits with the third one sending it over the net. Smart players/teams use all three hits.

unless this particular tournament has special rules (meaning everybody has to hit the ball at least once before sending it over) - then that's not the rule.
Traditional volleyball rules state that no person may hit the ball two times in a row. Recently the rules have been changed so that a person may recieve a hard driven ball (like a serve or a spike) and do a double hit (like setting a spike or a serve) and it won't be called for a double hit. However, this person cannot hit the ball up into the air, and then hit it again - that double hit has to be in one motion (it's a little difficult to explain).
This can only happen on the first hit - it cannot happen on the second or third hits.
Also, if a player blocks a spike, and it comes back down to them, they can hit it again - and that's not considered a double hit.
Normally, each side is allowed three hits - before they have to send the ball over. The ball can be sent over after the first hit - though this is generally not considered "good" volleyball technique.
You haven't said a lot about the tournament, but I suppose it's possible of having special tournament rules that everybody on a side has to hit the ball once before it goes over - however, if you're playing with six people on a side - that makes for six hits - which is usually a violation.
If you're playing this tournament, you might want to get some clarification before you actually a game.
If it's something you're watching - it should make sense after a couple of points are scored.

In most volleyball games or tournaments - every player doesn't have to hit it each time the ball comes over the net. You can use anywhere from 1 to 3 hits to get the ball over the net. Typically in a co-ed tournament they will make the girl on the team hit it at least once (if you are going to use 2 or 3 hits to get the ball over) that way it just isn't the guys playing.

Watching the same thing over and over gets really boring don't it?? But I think they use all 3 hits to make the most of scoring opportunity. First hit is to collect and control, second hit is the setup, and the 3rd is the spike. Not a spectator-friendly sport at all.
