As a generalization, it's too big of a maturity difference.
The average 16 year old guy has his driver's license, or is getting ready to get it. He is a little (or a lot) wild, and ruled by hormones. He is interested in sex, and will push a girl to get it. The girls his age are smart enough to stand up to the guys, so they can't get it from them. So they chase the younger girls knowing that younger girls won't stand up to them.
The average 13 year old girl is just starting to figure out her body. She's old enough to have started to develop breasts, hips, be wearing makeup, doing her hair, etc... She wants to impress her friends and be part of the popular crowd. Since dating an older guy will get her attention from other kids her age, she's more likely to do anything to keep the guy happy.
The older guy has an easy time pressuring her into sex, and letting him have his way. She doesn't always get treated the best by him, and her naivety and willingness to please make her an easy target.
While not all guys are like that, and not all girls will give in, I think I would have a hard time accepting it if it was my daughter dating a 16 year old guy at 13. In fact, to be honest, I think I would blow my top and have a fit. I remeber being that age, and guys were scum until they got a little older and a little more mature.

Well this is actually a little complicated. It all depends on the way that both kids handle themselves. I know that 16 year old boys are anxious and craving for sex. But not every one is the same. The girl needs to know how to control him and herself. And to be honest a 13 year old girl is probably as mature or even more than a 16 year old boy. It can work but again both need to know how to handle themselves. Also the girl can use a lto of sincere and healthy advice from her older siblings. it wont do any good to pressure her into leaving the relationship or anything like that because at that age we are very stubborn, it is better to guide her through it.

There is alot of growing up between 13 and 16 just like 16 and 19. Its not so much the 3 years difference and more the maturity level. If she was 26 and he was 29 would you even be asking this question.

Yes-I do see a problem with that! He is much more mature and well into puberty with raging hormones. She is not. Nor does she know half about the world that he does. He can, and most likely will, take advantage of her naivete-intentionally or not.
She would be none the wiser.

Well if she's mature no. I was mature at 13, I understood the consequences of being in a relationship. And as long as the guy isn't a horn-dog.

yes, alot of young girls are popping up pregnant these days, and no 13 year old needs that kind of responsability. be a friend and make sure she knows what she is getting herself into, the only thing on 16year old boys mind is sex.

Depends on how much freedom she has...ut if it is limited and everything supervised then no. If she has limited freedom which she should...then if hes only after that one thing then he'll disappear soon enough. Otherwise let live
