May in the sayings of the sages lie the Truth, "Ekam Sath, Viprath Bahuda Vadanthi", meaning There is only One Truth and different scholars interpret That differently. The same person is son to his mother, brother to his sister, husband to his wife, father to his daughter, probably monster to opposition and many others to many others...

Shiva has a Colt 45 & Vishnu uses a Smith & Wesson. So Vishnu is greater as he has more firepower.

Vedic Literatures says that God is only one. That is true.
Brahma Samhita -5.1 (teaching of Lord Brahma) and Srimad Bhagavatam (1.3.28) clearly states that original Personality of God is Lord Krishna. In Bhagavad Gita(5.29), Krishna himself says that he is the highest.
Lord Krishna expands into numerous incarnations like Rama, narayana, Visnu and all of them are equally powerful as Lord Krishna himself. The example is given of lighting many candles with the original candle. But the flames are the same.
So God is actually one. His effulgence is called Brahmana or Spritual light, and he also expands as Supersoul or paramatma inside every living entity. Soul (we) are different from Supersoul or God. The example is give of the Sun God, Sun planet and Sun shine. Qualitatively they are same but still different.
God or Visnu Tatva is Supreme Master and Living entity or Jiva tatva is Subordinate Servant. But Shiva Tatva is between Visnu Tatva and Jiva tatva.
Though Higher than the highest living entity Brahma, Shiva is still below Visnu tatva.
But the difference is very minute. Just like the difference between Milk and Curd. Though same milk but yet different in nature.
Deva means Demigods and Mahadeva means over all the demigods. but it does not means above Visnu as Visnu is not demigod but God himself.
If you study the creation as mentioned in the Vedic Scriptures then you can easily understand the position of all personalities.

Brahma, Vishnu, and Shiva are all equals. They represent the creator, preserver, and destroyer aspects of Brahman.

"God" or "Jesus" or "Mohammed" or "E=Meter" or any other kind of religion is very subjective. There is no point in trying to convince any one else of a religious thought. Religion is by nature not interested in facts, it is interested in faith. Therefore, the entire concept of discussing religion is moot. That is why there is no answer to your question. ;-)
