I don't know what CTU is. I don't think FBI, but CIA deals with foreigners, I don't know if they hire them except as contacts.
Other goverment agencies should be fine, though.

You will have a VERY hard time landing a job at the CIA or NSA as a foreigner. They will drill you every which way they can and the onus will be on you to prove you are not affiliated to any threats to national security. I wouldn't bother if I were you.
