You need to get to Euston to go to Hemel Hempstead, so depending where on the Bakerloo Line you are you can change for the line to Euston at Oxford Circus (Victoria Line) or Charing Cross (Northern Line).

Some poor advice floating around.
Of course it depends where you are, and at what time.
But the two access points to the Silverlink service from London Euston to Hemel Hempstead are at London Euston (not served by the Bakerloo line) and Harrow and Wealdstone (currently the northern terminus of the Bakerloo line).
Will you use the Victoria line?
If so, then from round about Paddington and south thereof go via Oxford Circus and change onto the Victoria line to Euston (travel at the back of the train from the north and use stairs between platforms; it is a simple straight cross platform change from the south)
From north of Paddington usually go north to Harrow and Wealdstone, but this does vary according to exact station and time.
DO NOT CHANGEãTO NORTHERN LINE FROM THE SOUTH, as Oxford Circus change is MUCH easier.
Finally, remember it is usually cheaper not to go south if you go into lower numbered Zones!!

Go on underground from bakerloo line to either oxford circus, charing cross or Elephant & Castle (whichever is nearest) and take the northern or victoria line to Euston. From Euston you can get a Silverlink train to hemel hempstead.

I don't know where your starting from but get to Harrow and Wealdstone and you can get a fast train from there to Hemel.
