Does the captain of a boat have to notify INS when a foreign crew member leaves the vessel while docked in USA

There are several foreign crew that have been warned that the INS is being notified that they are no longer employed on the vessel, and that their visas are no longer valid. Is this a law?

Of course. There are simplified rules for those who are crew members, but we still have to know who comes into our country, and process them.
