Yes. God is the source of all good and "right", therefore He of course knows what evil and "wrong" is.

As far as the quote goes, the whole of Psalm 137 is speaking of how the Jews are humiliated as they are captive in Babylon, how they wish to always remember Jerusalem, and the final stanza that you quote describing their joy at the destruction of Babylon over the misery that they have endured.

This Psalm is not describing God or God's actions, but the hope of the Jews that their captor may be destroyed so that they may return home.

You would have no concept of any of it if it weren't for God. Stop quoting the old testament that is used as an ensample to show us the way to true love in Christ Jesus and focus on the love that He taught and fullfilled while in the flesh amongst us. Fortunately for us God had mercy on us and provided a way out of His judgements. Otherwise keep focussing on the old testament and experience that sort of rath when it's all over. Because GOD has not changed, He will take out his rath on unbelievers in the last days, But He has provided the way out if you will believe on His perfect sacrifice. For now you are only butting your head uselessly against Him and asking questions that condemn you. But He does love you and desires your salvation.

GOD understands all things. when mankind gained a certain amount of wisdom and knowledge enabling him to develop Culture and Society he started second guessing everything because of various differences in what they thought were true laws rules and mores. therein lies the confusion not with GOD but with mankind and our interpretation of what is right and wrong. what may be right for you may not be for me and what is right for me may not be right for you. the very same thing can be said about wrong. this is why there are differences.

That's the God of Christianity-made by man and reflecting all of his prejudices. The true God that created the universe and everything in it knows all things and so do we unconsciously but only the enlightened become aware of that knowledge.
