Sit for Civil Services exams and opt for IPS if you are through. For other subordinate positions, people are randomly chosen from police forces depending on their credibility.

Most recruits in RAW are officers and others on deputation from central police organisations like IPS, paramilitary forces and of course the three armed forces. At times there are even direct recruitments in the officer cadre. Usually such direct recruits are those who clear the UPSC civil services mains and interviews. The UPSC calls this Research & Analysis service.
