remove any stickers and then give it a light sanding all over and make sure the paint you are using is for outdoor/metal etc. if you aren't concerned with it being perfect then just spray paint it but make sure you cover the gears and moveable parts otherwise they will get stuck.

Really you would need to get this done professionally as without a perfect finish it will both look awful and probably be easily damaged. to get this done will cost a lot of money however if you do it yourself make sure you completely strip all components from the frame and thoroughly clean and sand before u even go near it with new paint and always use a high quality paint with a suitable primer.

lightly sand with wetndry paper then spray once completely dry

no, don't do it. it is a lot of work for very little benefit. Just change the handlebar tape and polish the wheels. Then get riding.
