We can't just put it high so only the cat can use it. Also if something is used will the cat use the litter box?

This is a very small dog so she can just go into the opening of a covered box.

I would second the suggestion of a baby gate for to keep your dog away from the litter boxes. We have a shorter one set up outside the room our litter boxes and cat food are in and put a storage bin on each side for our cats that have a little more trouble getting around. It is very important to make sure the litterbox is still easily accessable and attractive to the cat (some cats will not use covered boxes) to the cat.

For people with larger dogs though I have seen taller baby gates with a cat sized door on the bottom that probably work quite nicely.

Put the pan in a small closet and attach a baby gate to the closet entrance. The kitty can jump over the gate while the doggy cannot. The covered boxes help because the kitty can jump on top of the roof instead of accidentally falling in an open box.

Our local no kill shelter uses those plastic pet carriers as their litter boxes.

the closet idea is good, but vacuuming up cat litter is a nightmare. i keep my cat box in the bathroom for that reason. also, i have a covered cat box, and it faces the back wall where the plumbing for the toilet is. so, essentially, it sits between the toilet and the wall, and my cats can go behind or over the toilet to get to it, but my dogs can't. if you have a really tiny dog that can get behind the toilet, he'll get into the covered one anyway. if that's the case, i just put an empty milk jug behind the toilet, and keep the lid closed. no problems

Try stickin it in a room and then using a baby gate. Or get one with a cover or lid. They also make litter boxs that don't even look like it's a litter box.

Put a fence around the box. Some dogs like the flavor of cat poo.

you need to buy one of those cat liter boxes that has a cover over it, your cat can get in, but the dog cant

This is a tough one since you don't want whatever deters the dog to also deter the cat.

I'm not sure the exact size of your dog, but do you think she would be able to make it into that? If so, I think a baby gate is really your only other option.
