Some of the reason is variation of genetics. Some of it may be due to variations in health & nutrition. A better diet will increase the child's height & weight. The USA is among the largest people on Earth, on average.

Weight tables get published after assessment of a defined minimum sample size.
Different weight tables indicate difference in:
1) Gene pool
2) Environmental factors (e.g temperature uncomfortable to baby will exhaust resources in adjusting the body system to thermal stress)
3) Nutrition
4) Culture (food habits)
5) Mother's health
6) Mother's education & awareness.
