There is no site specific way of losing fat... the old myth about working your abs to burn belly fat isn't true. To get rid of love handles, you need to lose overall fat. That happens with exercise and watching your diet. More on that below.
The most effective way to lose fat is aerobic exercise in the "moderate" fat-burning range, ideally first thing in the morning before you eat. When you wake your body is ready to burn fat and your levels of growth hormone are highest at that time. Later in the day it can take up to 30 minutes just to put your body into a fat-burning mode.
Another overlooked way to burn fat is by lifting weights. Skeletal muscle has very high caloric needs... almost twice that of adipose (fat) tissue. Put on a little muscle and you will burn calories all day even at rest. Be aware that skeletal muscle weighs more, so with this approach you may see your weight increasing while your body fat is melting away. Not realizing this often stresses folks who think they should be losing weight as a measure of fitness. Forget the scale, look in the mirror and you will be happy.
For diet, keep a diary for a couple of weeks counting calories, grams of protein, and grams of fat intake. It is easy with online sources of nutritional information (type the name of the food and calories into the Google search engine) and packaging labels. That will let you quickly figure out where the fat is coming from in your diet.
Fat gives you 9 calories per gram. So take the number of grams of fat, multiply by 9, then calculate what percentage the fat calories are of your total daily calories. Restricting the calories from fat to about 20% of your total intake is ideal for a maintenance diet... that isn't overly restrictive. Of note, you need some fat in your diet. For instance, the body uses fat to produce hormones. Once you have a picture of how to modify your diet, you can drop the diary and just go back to it occasionally if you are wanting to tweek things further.
There is a subset of questions that goes further and asks about "How to get a six-pack?" The answer is the same. Six-packs are 20% abdominal exercise and 80% diet. There is one caveat... abdominal muscles will form in the position that you exercise them, so be certain to pull them tightly toward your spine while doing crunches, etc. Also, during most lifting, the "core is active" which means that you should be stabilizing with contracted abs then too. Fail to do this and the abs will form, but bulging outward and the result is not attractive.
If you are trying to build muscle as a way to lose fat, then you may need to increase total calories and specifically your protein intake. I target about 0.8 g of protein per pound of body weight each day when actively building. That is far more protein than most people need in their diets.

I don't have any solutions for "as fast as possible". To be healthy about it a person should only try to loose 2 pounds over a week's time. If you are looking for something faster then that, then you'll only end up ballooning up once again when your body reacts to the massive weight loss. What I can suggest are just some basic living habits to get into. One, is to drink more water. A person should be drinking at least 8 glasses of water a day. This helps flush your system out on a daily basis and clears out what could be sticking to your insides. Two, is to get at least 20 to 30 minutes worth of physical activity done per day. This could be as simple as just walking around the block for that amount of time. Three, is to eat five times a day. You have breakfast, lunch, and dinner like normal, but add in a mid-morning serving of one fruit or yogurt, then another afternoon serving of the same. What this does is that it teaches your body to use the fuel it's given right then and there instead of storing it away in your body in the form of fat. Hope this helps some.

Ok, this will take a little bit of time, but it's how I dumped the almost 60 pounds after my child was born.
Walk. Walk. And walk some more. It's very low-impact, but I'm assuming you walk every day. Ditch the car, if at all possible for a couple of months.
I stopped eating all meat, fried food and refined sugar.
To maintain, eat about half the portions you would usually eat.
I'm now at around 125 and have been there for nearly three years. Good luck!

To lose weight, a person has to reduce the calorie intake by some amount by modifying their diet. A diet without sufficient nutrients will only increase the appetite of the person trying to lose weight. Since most people combine a diet with an exercise plan, additional nutrients are required for the growth of muscles required to increase the metabolic rate required for long term weight loss. You do not want to do this as quickly as possible.You want to do it as well as possible.Diets dont work in the long run,permanent changes in life style do..If y oudo it quickly you will never maintain it.
BMI dosent mean much,a 6foot 220 lb man could be a fat slob of an NFL running back,the BMI would be the same.

Take frersh fruits, salad avoid rice, fried things, sweets go for walk drink lots of water thats it. You are saying u want to reduce as soon as possible but its not good for health to reduce 5-7kg in a month.

Exercise for 2 hours a day(alternate days cardio and weight training for 45 mins at least)
Drink minimum of 3 liters of water everyday
Diet should include of fresh fruits, lots of veggies(preferable raw such as salads) and cut down on whites(milk, curd, ice cream, flour produce such as biscuits, baked stuff etc)

Celebrities exercise 2 hours each day, I imagine that helps trickle off the pounds. Look at how fast they get fit, I'd try that.

if you are as desperate as you sound...join a weight watchers. with all the support you get you will loose the weight easily whilst still eating what you like. they are also great with helping you maintain your weight
