Sounds like it could be static electricity. Are you saying that you get a belt off the scarts outer black insulation sleeve? well you are suffering from static electriacal probs, nothing ro worry about, it's a pain though. Watch what clothes you wear, nylon etc
Do you have the same prob outside as well? also if you touch a cars door / bodywork, and other people. If the answer is yes then it is static electricity. Just watch what clothes and underwear you are wearing as nylon can charge up static.
One other thing, after you get a belt from whatever, if you touch it again, and it is static then the charge has gone and you should not feel anything after, until you build up static again. It is you that's at fault, as you don't get shocks from properly insulated cables only static. If you have a car and you have the same problem with it which I think you will, then a quick fix is to fit an anti-static strip to your car and that should help that side, you can buy them cheaply at car accessory shops and are easy to fit.
Once you ever touch something, and you get a belt, all that is happening is the static electricity is being discharged hence if you touch again you won't get another belt until the static builds up in your body/clothing.

I don't get them off the scart cables - but I get electric shocks the whole time. The worst is usually a dept store and if I touch any thng metal, eg, the button for the lift, I just ping away! The worst was when I was in hopsital for a stay and I couldn't even touch the bed for getting electric shocks. I tend to have an ordinary pair of trainer shoes that I wear around the house now as slippers seem to aggrevate it. Whether it's the nylon linings building up static I don't know! It is a pest though! Although it's not a huge shock, it is a great nuisance and puts you on tender hooks just waiting for it to happen!
Just so long as you don't get any worse of a shock from electrical equipment - you'll just have to live with it I am afraid!
Just aviod scuffing your feet and nylon as much as poss!!

You should switch off the equipment before adjusting the scart cables, but anyway you shouldn't be getting shocks. If you are getting shocks in other circumstances where people don't normally get shocks then it is probably static. Could be the carpet, your clothing or other reasons.

i get them all the time, i only have to touch the back of the digi box, the DVD player or the stereo and i get a shock, i have got so fed up of it that now i just refuse to touch them. if they need moving someone else can do it.

Yea, I get it too. I think the polarity is wrong in the plug outlets. I try not to touch the metal parts on anything pluged in.
