If he spends all his time with you, then he obviously likes you, so that's not an issue. He's just not emotionally ready to make a commitment.
There are a lot of wonderful things about being in a relationship, but relationships also come with responsibilities and obligations. You lose a lot of freedom when you have to take another person's wishes into consideration all the time.

Well there are a number of reasons why the guy could be avting that way. People are different and we approach certains aspects of life differently as well.
Maybe this guy is just shy. Some guys take long to propose because they are shy. Believe me Im one those. Because we are so shy, we need to take our time until we are convinced that the girl loves you back. Being denied is quite an embarrassment to us.
The other reason could be that maybe the guy is still trying to learn more about you. He does not want surprises when he hooks up with and then he starts to learn a lot of other things about you. You do not know how these new thing will affect him. Probably he just want to make sure that he is making the right move so he is taking his time.
The other thing could be that he is not interested in making any commitments with you. Maybe he just want you to be his friend. You might be getting it all wrong.
My advice is for you to talk to him. Tell him exactly how you feel and get his intention in your relationship. Dont be embarrased to say it. Its the only way you get to know whats going on.
