Hey Blue,
Well, No... If you are getting true carbonated water. If you were in a bar and they served you water from their "Gun" -- it would be true carbonated water.
However, If you are getting it from a bottle (probably) then take a look at the ingredient listing. If the words Acid or Sodium are listed then the bottle is artificially carbonated and contains SALT! While that is not fattening, the intake of salt can alter the amount of water that your body retains and will add weight.

Check the contents. If it has added sugar or contains calories from fat, then it could be.
Ask for plain water with lemon! That isn't fattening.

Soda water is calorie free, but contains sodium. So you won't gain weight, but if you drink enough, you might retain some water.
