Being no respector of person in the sense it is used in scripture refers to the moment each person must give an account for their moral doings in their life. WIth respect to God's perfect evaluation of human behavior, he is no respector of persons such that one may bribe Him or that He may be influenced by their earthly stature.
But it is a deeper question still to ask why some people.. good people like you or I... seem to suffer and not others. I don't know that we can ever find out the true reason on this side of reality, but there's a good possibility that suchthings give us and others the opportunity to show and see the greatness to which human beings can aspire to if we have compassion for one another. It is a chance for human beings to develop an inner character that may not have been possible if human suffering weren't a part of our reality.
Or secondly, it is well known that human suffering causes many of us to ask "Why", such as you have here, although in a more pointed manner. It's interesting to note that whether or not anyone has heard of Jesus, just about every human being that has ever lived is likely to ask the question of "Why" when tragedy strikes, as though there were someone above and beyond the events to hear them. Our purpose in life is to know God, and it's just the case with human beings that we listen more closely to God's whisper in times of pain and suffering. Given the eternal rewards and ramifications, human suffering on earth may be justified.

Your question is a good one and I have sometimes wondered how these things could be fair myself. My beginning was a very rocky one. As a baby, I nearly died of pneumonia, my Dad was a drunk and at times we were very hungry children and today we would be considered white trash. With all that said now I consider myself to be blessed to have the parents I had. God gave me a dad that made me never have the desire to let any thing get a hold on me, drugs or smoking, or anything. God gave me a Mom who could never tell us she loved us and I have always told my children I love them, so they would never doubt it. You see, God knows what parents to give us even though it is hurtful and painful to bring us that understanding. Perhaps you can help children who have been hurt like you have. I don't know Gods plan for your life but I know he has one.

God gives us heartache to bring us strength. this is a quote I love "sometimes it is not what we are given but what we are denied that propells us" and this is true. I have made this a sort of mantra after having gone through a really tough year, God gave me many disappointments only to deliver me into the hands and loving arms of the love of my life. He gives with a strength and faith we cannot see.
