You can with milk powder by using half cup powder and same of ice cold water. But not sure about normal milk sorry!

you cant make whipped cream with anything less than heavy cream. It has to do with the protein content of the cream as well as the fat. i suppose that a stick blender can make a skim milk "foam" but its not the same consistency or texture.

it wont come out good without cream...but what u can do add powdered sugar to the milk and whip a egg white into the milk then start whippin it....not sure how good it will come out but its worth a try

Reduce your milk before you whip it. You need to cook the milk down to a thick consistency. Boil it in a heavy bottom pot, keep a wooden spoon in it for constant stirring. When you boil your milk, first bring it to a rapid boil, and reduce heat to simmer. Alright, so you've got your thick milk boiled down. Rapidly cool it, sticking a clean frozen water bottle works good for this and in the fridge. Once it's cooled, go ahead and start to whip. Pray. Start off at a slow speed, gradually increasing. Add your sweetener close to the end. I've never used milk to whip to cream before but I know milk in its natural state it can be whipped to a very thick foam state. good luck!

Whipped up some powdered milk and ice.
Always keep powdered milk on hand; who knows what kind of emergency you could have?
