Go to your nearest American Embassy or Consulate. In all likelihood, you will be informed in writing if you "win" and given information on all the steps you need to take.

Get the winning details and verify the same with the consulate in your country. they will tell you it all. Laws are changing so no one knows what exactly for the date.

look for the seals on the letterhead and envelopes make sure its not a scam call or visit the nearest US embassy or consulate for confirmation
