Monthly Income = $400
Commission = $18/sale
Total Income = $866
X = the number of sales
Monthy Income + Commission of $18 for each sale = $866
400 + 18x = 866
18x = 866-400 = 466
x = 466/18 = 25.8889
So poor Tom got shorted on one of his sales commissions. There must be some other variable or some other factor involved that you have not listed. Did Tom have Federal Income Tax withholding, or did he have insurance payments or is Tom's employer cheating him? You had better ask your teacher.
Please contact me when you get the answer, I am very curious and I know that my analysis of your word problem, as stated, is correct.

You wanna know the commision:
866 - 400 = 466
How many sells?
466 / 18 = 25.8 = 26
Hope it helps.

Earned last month---------$ 866
No. of sales he made last month---x
solution:
400+18x=866
18x=866-400
18x=466
x=466/18
