In Cornwall, wot do the pretty colour co-ordinated flags mean?

there was a place having pretty flags with butterfies in each of them.....and another town had flags with flowers or sth...very nice but wot is the idea behind it ?

Did you see them in St Austell? If so, they were part of an art project by a local artist.

Its just to be nice and pretty for the tourists, the major source of income.
