Just by language root words, not botany, here is what I offer:
Just as hyper means more, and
hypo means less, then
hypoandrous means less androus,
which translates and "less manly".
If that is somepart of some androgynous or hermaphroditic plant, then I am at a loss.

I am not even sure there is such a word,
but if we take hypo- the prefix to mean under and
-androus the suffix to imply stamens
The word "hypoandrous" could mean a position below the stamens..... just a wild guess.

Well I know that androus in Botony refers to a flower having a certain number of stamens. Hypo (prefix) means "low" or "less quantity". So putting those together I would suggest that it means having a low number (or less quantity when compared to other plants) of stamens -- aka -- male parts of flower
Although the prefix Hypo can also suggest position of the stamens as well. Hypo refering to "low."
