by definition a temporary file isn't designed to be kept by any program however that's not the same as saying that removing all of these won't cause any problems with open programs.
When you open a program it will often store edited info temporary files until you save the file again. Removing the temporary file would mean you lose your changes however that is only in badly designed software as the program shouldn't allow the operating system to remove the temporary files which are still in use.
The answer is that you should be ok but be aware that there is always the potential that it will cause problems.
If you are talking about internet temporary files then this will not cause any problems at all. It may slow your surfing down slightly as cached info will have to redownloaded if you go back on page however on fast connections this shouldn't really be that noticeable.

Temp files are file generated by applications while the application is running. So there should not be any problem to delete them. However, try not to delete any temp file while you are working on something. It may cause the application that you are running to hang, or the temporary information to be lost.

Their are nothing such temporary files which U can not delete, Each file in the temp directory u can delete but some program may use it after the installation & u may need extra time to start the program to configure it may ask for the insallation disk also ( eg. Microsoft Office ) So think sometime before going to take such action. Otherwise make use of Utility softwere they safly delete the tem files. If you Own the high capacity hard disk then it is meaningless & waste
of time in such things Otherwise Njoy the freedom

some programms make temp files while they r running and as soon as the proogram is terminated it automatically removes the temp files. so if u want to del. the temp files, do it when any aplications/programms (except OS) is not running.
(u can delete .tmp files in temp folder of windows.)
It is better to remove temp files using utilitly s/ws like system mechanic 6.0
its a best tool for a complete PC maintainence.
