I think you may be having the wrong information here. Not all muslim countries bars the help of dogs in their police/rescue squads.
Here in Malaysia, being a muslim country, we do have dogs as part of our police/search and rescue squads but being dogs, the handlers are most of the time non-muslims and should a muslim be required to handle them (as a final resort, should there be no non-muslim available at all), they can do so but he/she would have to use gloves and protective lining or perform a special washing (called Samak) later.
